New Agreements Shaping the Future of Jordanian–Syrian Relations

Comprehensive Strategic Partnership: The second session of the Higher Coordination Council aimed to consolidate and deepen bilateral relations between Jordan and Syria, elevating them into a comprehensive strategic partnership spanning multiple vital sectors.

Broad Agreements and Memoranda of Understanding: Around 10 agreements and MoUs were signed, while cooperation across more than 20 key sectors was discussed, reflecting a significant expansion in areas of joint collaboration.

Key Areas of Cooperation: The partnership focused on core sectors such as energy, including gas and electricity, water, transport, education, security and stability, as well as economy and trade, with the goal of achieving integration and mutual benefit.

 

Jordan hosted the second ministerial-level session of the Higher Coordination Council between the Hashemite Kingdom of Jordan and the Syrian Arab Republic. The meetings were co-chaired by Jordan’s Deputy Prime Minister and Minister of Foreign Affairs and Expatriates, Ayman Safadi, and his Syrian counterpart, Asaad Al-Shaibani. Ministerial delegations representing more than 20 sectors took part, underscoring the breadth and ambition of cooperation between the two countries.

The session primarily sought to strengthen and deepen bilateral ties, transforming them into a comprehensive strategic partnership encompassing all vital areas of mutual interest. It reflected a shared commitment to regional stability and economic development, while addressing ongoing challenges and capitalizing on emerging opportunities.

Cooperation between Jordan and Syria has expanded to include a wide range of key sectors, laying the groundwork for a sustainable partnership that benefits both peoples. These areas can be grouped into several main pillars discussed and formalized during the session:

Energy and Natural Resources, Pillars of Economic Stability
The energy sector witnessed notable progress, with agreements signed to enhance electricity interconnection and activate a gas supply contract. These steps aim to secure stable energy supplies, reduce reliance on external sources, lower costs, and strengthen energy security. Discussions also covered supplying Syria with electricity from Jordan’s grid and utilizing the LNG terminal in Aqaba.

Joint water resource management was also a central focus, including the reactivation of the joint water committee to ensure fair and sustainable distribution of scarce water resources. This cooperation supports water and food security and forms part of a broader strategy to address climate challenges and meet agricultural and domestic needs.

Infrastructure and Transport Development, A Bridge for Trade
The two sides explored reactivating the railway link between them to facilitate the movement of goods and people. In addition, a trilateral memorandum of understanding between Jordan, Syria, and Turkey was signed in the transport sector, opening new horizons for logistics cooperation and reinforcing their role as regional trade hubs.

Education and Culture, Investing in Human Capital
Education was highlighted as a cornerstone of development, with agreements signed to exchange expertise, including student exchange programs and curriculum development. This cooperation aims to strengthen human capital, empower youth, and rebuild capacities, particularly in light of Syria’s recent challenges, while reinforcing cultural and historical ties.

Security and Stability, The Foundation of Partnership
Both sides stressed the importance of preserving Syria’s security, stability, sovereignty, and territorial integrity, considering Syria’s stability as a key element of Jordan’s own resilience. Jordan also condemned Israeli strikes on Syrian territory, reaffirming the importance of continued coordination. Mechanisms for intelligence sharing and border cooperation were discussed, reflecting the depth of strategic alignment in this area.

Economy and Trade, Toward Economic Integration
The council reviewed cooperation in sectors such as agriculture, industry, and tourism, alongside agreements to facilitate trade and establish free trade zones. These measures aim to boost exports, attract investment, and capitalize on the complementary nature of the two economies. A joint statement emphasized sustained coordination to achieve comprehensive economic partnership.

Institutional Framework, The Higher Coordination Council
The Higher Coordination Council serves as the institutional framework for bilateral cooperation, established in May 2025, with regular meetings to monitor implementation. Supported by technical committees, it ensures progress across sectors while promoting transparency and structured follow-up.

Key Agreements and Areas of Cooperation
Nearly 10 agreements and memoranda of understanding were signed during the session, providing legal and regulatory frameworks for future cooperation across sectors such as energy, water, transport, education, security, and trade.
